So bummed right now...advice?

So I work in an office building that is basically surrounded by several different hotels/motels and a couple of apartment complexes. It seems like every week or so there is a different dog wandering around our office. I just do not understand why people can not keep up with their animals. It makes me so sad because we are also near a major street and I am so afreaid they are going to get run over.
So today, I look out the window and here comes a little dog and he walks up the hill behind my office and hides in a bush. This dog did not move for 3 straight hours. He looked so scared. So finally I went down and put some peanut butter at the bottom of the hill hoping he might come out and I could see if he had a tag or anything. Well, he wouldn't take the bait, I got worried because he just looked terrified and lost and he had not moved so I tried to approach him and he just ran away so fast. I just do not know what to do about this. I called all the apartments and hotels near our office and no one had reported a dog.
I don't really think there is anything else I could have done but I guess I just wanted to vent because I am starting to get semi depressed about this. It is like I dread coming to work because I know I am going to see some poor animal all the time and then I am too distracted to do my work. I do not think there is anyone I can call? I definitely do not want to call the pound so that option is out...
Any ideas or words of comfort?
Ok update- the dog is back and it is just sitting in the bushes again. It has been there since 7:30 am. It looks so lost and scared. :(
Can you call the animal control officer or police? How about a local humane society, MSPCA, or rescue organization for advice? I know that around here, the animal control officers are animal lovers and look out for the best interests of the dogs. I would say to post the lost dog on Craigs List, but if the animal is being abused or neglected, and there is a tendency in that area to be an irresponsible pet owner, it's better to have him in the hands of the animal experts so that they can evaluate him and find him a new home. Good luck- I am thinking of you and that poor dog.
